Vegyes választási rendszer és n?i képviselet
A tanulmány részletesen áttekinti a nők parlamenti képviseletének alakulását Magyarországon az 1990 és 2006 közötti időszakban. Következtetése szerint a korai pártkonszolidáció és a képviseleti elit bezáródása legalább annyira befolyásolják az alacsony szintű képviseletet, mint a választási rendszer. Egyúttal a konszolidáció időbeli korlátozottsága magyarázhatja a magyarországi és a régiónkhoz tartozó többi ország nőképviseleti arányai közötti eltérést. A kiválasztás és a deszelekció mechanizmusai, valamint a jelölés szerkezetének súlyos egyenlőtlenségei a párt kapuőrök szerepére hívják fel a figyelmet. A jobb-bal törésvonal nem jelenik meg olyan jelentős választóvonalként, mint ahogy azt – részben az ideológiai különbségek, részben az MSZP által használt kvóta-szabályozás alapján – feltételezhetnénk.
The article gives a detailed overview about the representation of women in the Hungarian parliament between 1990 and 2006. Its argument is that early party consolidation and the closing down of the representative elite explain the low level of representation more than the electoral system itself. From a comparative perspective, a shorter consolidation period, that is a shorter learning process might explain the differences in female representation between Hungary and other post-communist countries in CEE. The mechanisms of selection and deselection as well as the serious biases in the structure of candidacies draw the attention to the role and responsibility of the party-gatekeepers in this process. Finally, the left-right division does not appear as a strong explanatory force as we might assume despite the ideological differences and the quota regulations that are applied by the left.
