Versengés és identitás: a plebiszciter képviselet két formájáról
A tanulmány a plebiszciter képviselet fogalmát körvonalazza klasszikus politikaelméleti szerzők és a kortárs képviseletelmélet segítségével, amellett érvelve, hogy az alkalmasabb lehet a pártelvű képviselet személyközpontú alternatíváinak megragadására, mint a kortárs irodalomban markánsan megjelenő „populista képviselet” fogalma. Az ideáltipikus fogalomalkotás eljárását követve a plebiszciter képviselet két variánsát különbözteti meg: a versengésalapút és az identitásalapút, öt analitikus szempont mentén (képviselet mechanizmusa, pluralizmushoz való viszony, képviselők kontrollja, ontológiai és episztemológiai előfeltevések, nép és többség felfogása) ütköztetve azokat. Míg a versengésalapú egy olyan képviseleti formát azonosít, amelyet az irodalom általában figyelmen kívül hagy, addig az identitásalapú integrálja a „populista képviseletről” író szerzők több fontos belátását, egyúttal azonban érdemben ki is igazítja felfogásukat. A „populista képviselet” alternatívájának keresésén túl a tanulmány a kortárs konstruktivista képviseletelméletek eredményeit is megkísérli becsatornázni a vizsgálódásba, illetve tágabban a hazai képviseletelméleti diskurzus felélesztésére tett kísérletnek is tekinthető.
Abstract
The paper outlines the concept of plebiscitary representation using classical political theorists and contemporary theories of representation, arguing that it may be more suitable for capturing personalized alternatives to party government than the notion of “populist representation” that is prominent in contemporary literature. Following the procedure of ideal-typical conceptualization, it distinguishes two variants of plebiscitary representation: a competition-centered and an identity-centered one, contrasting them along five analytical aspects (mechanism of representation, relation to pluralism, control of representatives, ontological and epistemological assumptions, perceptions of the people and the majority). While the competition-centered one identifies a form of representation that is generally ignored in the literature, the identity-based one integrates several vital insights of authors writing on “populist representation” while at the same time adjusting their understanding substantively. In addition to seeking an alternative to “populist representation”, the paper also attempts to channel the findings of contemporary constructivist representational theories into the analysis and, more broadly, to revitalize the discourse on representation theory in Hungary.
