A választási reform dinamikája
A választási reform egyre szélesebb körben foglalkoztatja a szakembereket az utóbbi évtizedekben, kiváltképp az annus mirabilistől (1993–94) számítva, amikor is négy leülepedett demokráciában (Olaszország, Izrael, Japán, Új-Zéland) következett be választási reform, amelyek hatására a kutatóknak újra kellett gondolniuk a fogalmat, új alapokra kellett helyezniük a reform elméletét. Korábban, mint független változót, statikus fogalomként kezelték a választási rendszert, ezért a vizsgálat annak következményeire irányult. A 90-es évek reformhullámának köszönhetően kiderült, hogy a választási rendszer sajátos kontextusba ágyazottan jön létre és működik, ezért kihatásai mellett annak okait is kell tanulmányozni, és így a reform függő változóként, dinamikus fogalomként közelítendő meg. E koncepcióváltás jobb megértéséhez hozzájárulhat a változás (a külső környezet, hosszabb időt igénylő, többnyire spontán, kevésbé ellenőrizhető módon történő helyzetmódosulása) és a változtatás (a választási rendszer tervezett módosítása, amely viszonylag rövid előkészületi folyamat után egy időpillanat műve) fogalmak megkülönböztetése, egymásra hatásuk vizsgálata. E különbségtétel tehát egy állapotból egy másik állapotba történő spontán átalakulás, illetve egy állapotból egy másik állapotba történő szándékos átvezetés között húzódik. Jelen tanulmány a választási reform dinamikus voltát hivatott megragadni, amely a változás és változtatás különbségtétele, valamint a választási reformirodalom háromszakaszos fejlődéstörténete révén körvonalazható. E munka elsődleges célja tehát, rámutatni, hogy a választási rendszer és a reform maga nemcsak explanans, hanem explanandum is.
After several decades of relative indifference to electoral reform, the electoral system has become a central and controversial question, since the 1980’s. The „underdeveloped” field of comparative electoral system has become a mature field due to a rapid increase in the number of books and journal articles published on the general topics of electoral systems and electoral reforms. Prior to the 1990’s the literature on these systems (and reforms) had been concerned primarly with „the political consequences of electoral laws”. But four established democracies (Italy, Israel, Japan, and New-Zealand) adopted radically new electoral systems (1993–94), and this annus mirabilis burst a major change in the electoral arrangements in liberal democracies, wich in turn drove scholars to adopt various methods and theoretical approaches to cope with these challanges. Prior to the 1990’s the electoral system had been mainly approached as a static concept, inerpreted as a set of independent variables, focusing mainly on the consequences of different electoral systems. Following the series of events s of the 90’s, electoral reform was reconceptualised: the concept has been more and more regarded as a dynamic concept, as a set of dependent variables. Taking into account the difference between spontaneous changes (of the context), and the planned changes (of the electoral system itself), the aim of this paper is to focus on the dynamic aspect of electoral reform mainly by reviewing the literature on electoral systems, distingusihing three main develpomental waves: from the second World War to the second half of the 1980’s; from the mid- 1990’s to ap- prox. 2000; and from 2000 up until to the 2010’s.
